


“Victims of sexual misconduct should be aware that university administrators must issue timely warnings for incidents reported that pose a substantial threat of bodily harm or danger to members of the campus community. The university is required by federal law, specifically Title IX and the Jeanne Clery Act, to adequately investigate reports of sexual misconduct and provide timely warnings to other students about incidents that may threaten student safety. Over the last several days multiple law enforcement officials have expressed concern that the university’s notifications are creating unnecessary concern for student safety by mischaracterizing the nature of incidents reported on campus. Investigators were not certain the man intended to “car jack” the victim, police said.

The West Chester Borough Police Department, which investigated that incident, stressed that the supposed carjacker made no physical attempt to enter the car and did not display or imply the presence of a weapon. Earlier this week the university also notified the public about an “attempted car jacking” at a parking garage near campus. A docket entry for the charges was not immediately available on the state’s court records website.įriday morning’s incident was the sixth incident the university has characterized as a “sexual assault” this month.

Though the university characterized the incident as a “sexual assault” and said the man was charged with indecent assault, law enforcement officials said Tedeschi was charged with summary harassment, a lesser charge. The university did not identify the man when announcing charges Thursday, but an official with the Chester County District Attorney’s Office identified him as 61-year-old Lawrence Tedeschi of West Chester. The student yelled at the man, who replied by stating that he was looking for an electrical outlet, the university said. The statement said a female student reported a man was “lurking” near her in the library and later placed his hand on her leg a few inches above her knee.
